The Indonesia Decentralized Basic Education, Teaching and Learning Project (DBE 2) in the International Development Division has an opening for a Deputy Provincial Coordinator (International Technical Advisor II), reporting to the Aceh Provincial Coordinator and the Chief of Party. The position is based in Banda Aceh, Indonesia

USAID's DBE 2 Program seeks to improve the quality of teaching and learning in Indonesia's public and private sector primary schools. DBE is based on successful aspects of existing efforts to improve educational quality and seeks to leverage these efforts by focusing more on teacher training and the learning environment. An intricate combination of teacher training, school-based management, classroom materials development, civic education and service learning, early childhood education, university partnerships and ICT strategies will be implemented to strengthen Indonesia's primary education system, ensuring that Indonesian youth have the knowledge necessary to compete in the global economy.

The Aceh New Programs Advisor (ANPA), will be tasked with the operational oversight of the roll-out of DBE 2 expansion activities in nine Expansion Phase 1 districts in Aceh and will work closely with the Jakarta management team and Provincial Coordinator (PC) to conceptualize and plan Aceh expansion outreach strategies in the nine Expansion Phase 2 districts, ensuring strict contract compliance through a period of accelerated roll-out. The ANPA will also work closely with the PC to ensure district-level buy-in and support of the DBE 2 project. The ANPA will also oversee operational management of the five districts of current project implementation and will technically support the implementation of Distance Education pilot activities in Aceh. Together with the PC, the ANPA will supervise operational staff, including procurement, administration and finance personnel. The ANPA will be based in Banda Aceh and spend a significant amount of time traveling throughout the province to provide technical support to staff and oversee expansion implementation. The ANPA will report to the PC (based in Aceh) and the Jakarta-based Chief of Party (COP).

ESSENTIAL FUNCTIONS- The person in this position is expected to communicate clearly and courteously; to develop and maintain positive relationships with clients, consultants, collaborators, co-workers, field sites, and funders; and to work respectfully with EDC colleagues. The job requires adherence to EDC policies & procedures.

The ANPA, together with the PC and Jakarta management team, will lead the implementation of the DBE 2 teaching and learning program in the following ways:

Oversee the operations and logistics supporting targeted DBE 2 programs and activities in the expansion districts. Activities to be implemented in the nine Expansion Phase 1 districts include:

* Selection and training of DBE 2 field staff (District Learning Coordinators and Master Teacher Trainers)

* Delivery of university accredited teacher training package (Mathematics)

* Implementation of DBE 2 Interactive Audio Instruction kindergarten program

* School-based mentoring and follow-up

Together with the PC, establish a strong relationship and communication with expansion district diknas/depag offices to ensure that the DBE 2 project is well supported and well integrated into district education office renstra

Together with the PC, manage contracts, procurement, grants, finance, human resource and administrative functions of the project; supervise administrative, procurement, HR and finance staff to ensure that the implementation activities are accurate, timely and in accordance with USAID regulations and EDC policies and procedures

Work closely with the University Advisor to guide the implementation of Distance Education pilot activities in Aceh, working closely with the ICT team and Jakarta and US-based technical advisors

Together with the PC and Jakarta management team, plan and implement outreach activities for the nine expansion Phase 2 districts

Work with PC, operations and technical teams to hire and train local staff

Working in collaboration with the M&E Coordinator, oversee monitoring and evaluation activities focusing on program expansion

With PC, facilitate organization of provincial best practices workshop including representatives from all districts in Aceh

Collaborate with PC on the preparation of project reports and documents

Serve as Acting Provincial Coordinator as required

Perform other tasks as needed

The Senior International Technical Advisor

. Is responsible for partnering successfully with Chief of Party and home office project director and with Center, Business Services, expatriate and local staff

. Helps represent EDC and the project in the host country; liaises with government officials, civil society, other partners and clients, funders, and vendors
